The InterAct Management Information System ensures that dispatch centers are operating to their fullest levels of efficiency. HyperionMIS now supports automatic call distribution (ACD) that ensures calls are answered in the order of which they were received to process data specific to ACD call handling. PSAPs can monitor the efficiency of individual call-takers and dispatchers. The new improved reporting system provides information such as how many calls are answered by each dispatcher per day, and assess the waiting time per caller. The new software runs performance reports on the dispatcher&#039;s average call handling time which managers can use in performance evaluations.

Banks County E911 in Georgia realized the need for an advanced mapping system several years ago. They chose the geographic information system (GIS) from InterAct Public Safety Systems, a leading provider of <a href="http://www.interact911.com/public__safety__products/index.htm" onclick="linkClick( this.href );"  target="_blank" title="InterAct Public Safety Systems Products">public safety technology systems</a> used by local, state, national, and international government agencies. Throughout the years, InterAct GIS has proven very successful for them, and Banks County is now taking steps to use the system to the fullest potential.

Deidra Moore, E911 director, recently started an initiative to identify every building, fire hydrant, landmark, and mile marker in Banks County for use in InterAct GIS. In January of 2007, Banks County will start working on Phase 2 wireless capabilities, meaning that when a call to 9-1-1 comes from a cellular phone, the location of the caller will be pinpointed on the GIS map within meters by triangulating their position using two cellular towers or via GPS from a GPS enabled cell phone. Currently, Banks County is Phase 1 compliant, so only one tower is used to plot the caller location which means they can actually be anywhere within a certain radius of the originating tower.

Mapping the buildings, landmarks, mile markers, and fire hydrants will give dispatchers a more accurate map, a critical step in implementing Phase 2 capabilities. But in the meanwhile, it will also give dispatchers an easy method to identify the location of a cellular call and direct response units accordingly, even if the caller is unfamiliar with the area. With two major roadways passing through the county, &quot;we needed to plot landmarks. That&#039;s all travelers really know to tell you,&quot; said Moore. Banks County hopes to have Phase 2 operating by mid 2007.

Brian Boley, 911 Director of Hampshire County, considered numerous different E911 systems, wanting to find a program that would integrate their old methods and techniques for a smooth transition while applying the most advanced public safety technology. 

With InterAct&#8217;s CTI, or computer telephony integration interface, a caller&#8217;s name and location information is displayed immediately on the screen. Integration with InterAct&#8217;s geographic information system (GIS) dynamically displays the location of the called on a corresponding map of the county. As situation details are entered, InterAct&#8217;s <a href="http://www.interact911.com/public__safety__products/e911/computer_aided_dispatch/index.htm" onclick="linkClick( this.href );"  target="_blank" title="Police CAD GIS">computer-aided dispatch (CAD)</a> system will make automatic recommendations on which units need to be dispatched to the scene based on a variety of criteria such as unit availability, type, and even proximity to the caller.

&#8220;We&#8217;ve dedicated the last few years to researching applications that would serve the needs of our 911 Center and the citizens we serve and found InterAct was the best solution,&#8221; said Boley. &#8220;InterAct&#8217;s products will put Hampshire County 911 Center in a position to be much more efficient and reduce response times considerably in situations where every second counts.&#8221; 

Hampshire County will also enhance public services with the implementation of InterAct&#8217;s Emergency Notification System (ENS). Amber alerts, weather hazards, homeland security notices, and dangerous highway spills can be sent to everyone in the community with a situation-specific message within minutes.  The ENS will also enable Hampshire County to make daily checkups on elderly and homebound members of the community. Each day, the ENS can call individuals with a pre-recorded message and ask for acknowledgement that they are okay, something that can be particularly critical during the recent heat waves throughout the United States.

With TrueSentry, Hazard High School can better protect its more than 300 students. Previously, the school had eight camera feeds displaying black and white images into the principal&#8217;s office. The cameras recorded onto a VHS format, which meant incident retrieval was extremely time-consuming; it could take up to a whole day to locate a tape and scan it for details on a specific event&#8212;an unacceptable timeframe when faced with a security breach.

&#8220;InterAct&#8217;s CAD system greatly improved our ability to better protect our citizens,&#8221; said Pat Giordano, Forsyth County&#8217;s 9-1-1 Center director. &#8220;We are looking forward to further strengthening that ability by streamlining our reporting system and upgrading the way our Sheriff&#8217;s deputies and firefighters receive what could be, in many cases, lifesaving data.&#8221;

Forsyth County will implement the new systems in three phases over the next six months. First responders will begin with the Mobile Data System, followed by the Records Management System with Field Based Reporting, and finally the Jail Management System.

&#8220;The Sheriff&#8217;s Office is anxious to have InterAct brought on-line,&#8221; said Forsyth County Sheriff Ted Paxton. &#8220;In the past, we have been unable to access the full capability of our new communications system. InterAct will allow our deputies to have an incredible amount of information at their disposal, information which is vital to our mission. We were very impressed with the InterAct system and its capabilities. The InterAct system is exactly what we needed.&#8221;

The Mobile Data System will be most critical to the county&#8217;s 9-1-1 Center by enabling the deputies, firefighters and their supervisors to receive the full details of incoming calls and other data in real time. The implementation will also vastly improve officer safety. First, InterAct will enable Communications Officers to more easily access information on individuals, locations, and vehicles, including any past offenses and events. Second, the software will provide automatic monitoring of events to track the progress of responding units in real-time. RTC&#8217;s dispatcher training program graduated its first class in August of 2005. As a result, students were trained with fully functional dispatch systems in every classroom session. This included two-way role playing that allowed the students to become familiar with the technologies and processes dispatchers use.
 
Recent graduate Michelle Canzano directly credits her RTC training with having helped her secure a dispatcher position with Bothell Police Department in Washington prior to graduation. Her class trained in a lab setting that simulated 9-1-1 calls and the CAD, <a href="http://www.interact911.com/public__safety__products/E911/gis/index.htm" onclick="linkClick( this.href );"  target="_blank" title="GIS Mapping">GIS Mapping</a> and E911 telephone systems. The lab included 10 computer-aided dispatch stations around the perimeter with three monitors connected to each station. Each station was connected through a dedicated phone line and network connection to a phone and computer in the classroom.
 
&#8220;One of the most crucial elements of my job is the ability to multi-task between the phones, radios and computers,&#8221; said Michelle Canzano, Communications Specialist for Bothell Police Department. &#8220;Using InterAct&#8217;s system in a realistic dispatch environment helped me learn how to manage several calls at once, as well as how to prioritize. Role playing was also key, as it enabled me to ask critical questions I probably wouldn&#8217;t have otherwise thought of.  From day one in my position I have been able to handle every challenge thrown my way. Every dispatcher in training really should consider a course like this. It makes all the difference in how prepared for the job you are.&#8221;
 
RTC students who complete the program emerge with the following certifications: APCO Basic Telecommunicator, APCO Fire Dispatcher, Washington State ACCESS Level II, King County Emergency Medical Dispatch and First Aid/CPR.
