For Working Families

Alternative Minimum Tax provisions extend the exemption levels though the end of 2006 but at a higher level -- $62,550 (married) and $42,500 (other). The Alternative Minimum Tax (AMT) is a key issue facing the President&#8217;s Advisory Panel on Federal Tax Reform.

For Senior Citizens

The tax bill will extend the life of the 15 percent rate of tax on most capital gains and qualifying dividends for two years until the end of 2010, preventing a tax increase at the start of 2009. The rate will be reduced to zero in 2008 for taxpayers in the 10- and 15-percent tax brackets.

According to a recent report by the <a href="http://www.taxfoundation.org" onclick="linkClick( this.href );"  target="_blank" title="Tax Foundation">Tax Foundation</a>, a sizable percentage of taxpayers who claim dividend and capital gain income are in fact over age 55, and the majority of taxpayers over age 55 claim some form of capital gains or dividend income.

With nearly one full third of the retail price of a gallon of gasoline representing taxes, congress can provide relief in the form of a refundable fuel tax credit to working families for tax year 2006.

The proposal would call for a tax refund of $250 per automobile per household that could be claimed on the 2006 tax return next tax season. When considering that fuel taxes (excise and sales tax alike) are added to the price of a gallon of gasoline based upon the cost per gallon of the fuel, state and federal government who collect these taxes are seeing more revenue as the price of oil continues to rise. Accordingly the higher the price of oil, the more in excise taxes collected by government.

Working families are among the hardest hit as well as lower income families who must bear the burden of these rising prices and increased tax revenues collected in the form of excise and sales tax revenues. Each local, and state government as well as the federal government has benefited in increased revenues from gasoline taxes and if elected officials want to provide working families with some relief of the sticker shock at the pump, they could easily pass a tax bill to provide for a small portion of these tax revenues to be refunded to the working families of America.

Tax Smart America went on to state, &#8220;We are encouraging consumer groups, public interest groups, and working families alike to join the call for temporary tax relief by asking congress and every state legislature alike to provide for some economic relief in providing for a refundable tax credit to working Americans. We plan to send our proposal later this week to the House of Representatives and our local congressional representatives to consider this bill before the end of the year and the next tax filing season&#8221;. First any energy-efficiency improvement to the building envelope (exterior of the home) such as doors, windows, or insulation for example and powering equipment. Second, solar panels and other such systems that power homes where the system improves the energy-efficiency may also qualify for tax credits. Tax credits are only available for homeowners under this bill and only apply to the primary residence of the taxpayer.

A homeowner would be allowed to claim a tax credit of up to $500 for making such home improvements that increase the energy-efficiency of the home under the new tax bill.

Some examples of insulation improvements include systems that reduce heat loss or heat gain, exterior windows including skylights and exterior energy-efficient doors. Another example is solar water heating systems whereby a homeowner can obtain a tax credit of up to 30% of expenditures with a maximum of a $2,000 tax credit for installation of these systems to the home. (An exception to this credit is for systems added to the home to heat swimming pools and hot tubs. However these may still be claimed as &#8220;medical&#8221; expenses if the taxpayer meets the test)

In addition to these federal tax credits, many states are now introducing legislation to pass laws at the state level to provide energy-efficient tax credits to homeowners for such improvements. With rising oil costs and the related costs to consumers for all forms of energy, the next few years may bring an entire volume of such local, state and federal laws to ease the burden on businesses and consumers alike.
